The Young Foundation report ‘Charm Offensive : Cultivating Civility in 21st Century Britain’ has been quite widely reported in the media along the lines of ‘is Britain becoming more or less polite’. Less reported is its conclusion that ‘investment in strong community infrastructure is the most effective way of fostering civility, especially in places that are changing rapidly”.
