This report was commissioned by the Land Reform Advisory Group of the Scottish Community Alliance. The purpose of the report is to document and analyse what has happened to the bold programme of land reform launched in 1999 at the beginning of the Scottish Parliament and to make recommendations for how it might be taken forward once again.
